Youth Model Cabinet (YMC)
A Flagship Executive Leadership Arm of the YEC Governance Program
The Youth Model Cabinet (YMC) is one of the four integral pillars of the Youth Empowerment Consortium (YEC) Governance Program, which provides high level leadership training through practical simulations of Ghana’s governance architecture. The YMC represents the executive arm of YEC’s governance training system, modelling the operations, decision making protocols, and administrative culture of a national Cabinet.
It is designed to shape disciplined, ethically grounded, and technically competent young leaders who aspire to influence public policy, national development, and executive governance in Ghana and beyond.
Purpose of the Youth Model Cabinet
The YMC aims to:
- Expose young leaders to the executive functions of government.
- Develop competence in policy formulation, national planning, and decision making.
- Offer practical experience through cabinet sittings, executive memos, and governance projects.
- Strengthen leadership values such as accountability, ethical behaviour, and integrity.
- Serve as a talent pipeline for future policymakers, public administrators, and leaders in government, NGOs, diplomacy, and business.
Structure of the YMC
The Youth Model Cabinet operates under a leadership hierarchy similar to a national executive system. It comprises:
- The Youth President
- The Youth Vice President
- The Chief of Staff
- Deputy Chief of Staff in-charge of Operations
- The Presidential Secretary (Cabinet Secretary)
- Ministers (Youth Ministers), Deputy Ministers, and Special Advisors
Each role contributes to the smooth functioning of cabinet governance, policy drafting, executive communication, and strategic decision making.
Outcomes and Impact
The YMC strengthens participants by cultivating:
- Executive level leadership capacity
- Policy analysis and strategic thinking skills
- Administrative professionalism
- Civic responsibility and national consciousness
- Real world experience in governance and national development
It ultimately produces young leaders who are prepared to operate confidently in public service, international development, diplomacy, and national governance systems.
This form must be filled by a Presidential candidate. You will be required to provide the names and details of your Vice Presidential Candidate, your chief of staff, the deputy Chief of staff and your Presidential Secretary.

Just as arranged for the entire YEC Governance Program for 2026/2027, the Youth Presidency will undergo a public voting exercise. The qualifying threshold will be made known to qualified candidates and their team after the initial screening of the applications.
